dotCooCoo 9031906abd Actions: deleting sets moves the selected action with its set ...

`ui.actionSet.delete` now moves the panel's selected action down with its
set, and clears it when its set is deleted. Before, the stored set and
action indexes stayed as they were, so a set made later at the deleted
set's index, and an action recorded into it, showed as selected, and
Action Options… renamed that action.
