dotCooCoo 2e8e8a1909 Offset Path: the spurious-contour check tests only the source segments near each contour ...

The check tested one box per source segment for every candidate hole or
island. It now searches a tree of the segments' bounding boxes, built once
when the first contour is checked. The answer for each contour is the same,
so the output paths do not change. MAX_OFFSET_SEGMENT_PAIRS does not change.
